Preferential IIT policies for the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) in southern China were announced. From January 1, 2019, if the expatriates working in the nine cities within the GBA are identified as overseas high-level and urgently-needed talents, they may enjoy a tax rebate on specified incomes in a certain year, with an amount of the difference between the IIT actually paid that year and 15% of the taxable value of the incomes.
The following income items are included in the scope of IIT rebate:
1) Income from wages and salaries
2) Income from remunerations for personal services
3) Income from author’s remunerations
4) Income from royalties
5) Income from businesses and operations
6) Subsidies from selected talent projects or programs
The specific requirements and administration measures for high-level and urgently-needed talents will be formulated by each city according to local conditions.
